Save the Children in Zimbabwe is inviting applications for the below Harare based position.

Role purpose
Reporting to the Supply Chain Coordinator, the Procurement Officer will ensure efficient procurement of goods and services for the Zimbabwe Country Programme while adhering to Save the Children International (SCI) policies and procedures, including donor regulations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key areas of accountability
Sourcing of quotations from suppliers / service providers; Ensure timely procurement of quality goods and services from local and international markets; Maintaining the Procurement tracker; Keeping up to date with supply market developments and maintenance of an up to date Approved Supplier Register; Recording all details of orders (placed/outstanding/completed) and to ensure that the orders can be traced from quotation to final delivery including all relevant documentation to evidence cost allocations and authorization; Follow-ups on outstanding purchase orders with suppliers; Responsible for drafting and refining service contracts framework agreements (FWA); Checking hired transporter invoices, and ensure that they are correctly attached with relevant supporting documents and that agreed transport rates are used; Provide monthly procurement reports to the line manager; Attending to queries from suppliers on orders and payments; Filling of all procurement documents; Ensure representatives/suppliers/contractors engaged to do work on behalf of Save the Children are fully informed and sign off on the Child Safeguarding Policy and the expectations therein.

Essential qualifications
Bachelor’s Degree in Purchasing and Supply, Supply Chain Management, Logistics & Transport or a closely related field.

Desirable qualifications
Chartered Institute of Purchasing and Supply (CIPS) Diploma Level; Chartered Institute of Logistics and Transport (CILT) Diploma Level; Diploma in Purchasing and Supply Management, or Logistics and Transport

Essential experience & skills
A minimum of 5 years’ experience in a Purchasing and/or Stores environment with an INGO; Experience of working with funding from major institutional donors such as NORAD, USAID, ECHO, EU and DFID; Computer literacy in the following: MS Word, Excel, Powerpoint and Outlook; Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches; Ability to work well under pressure and meet tight deadlines; Ability to work independently and work effectively within a team; Excellent analytical and negotiation skills; Clean Class 4 Driver’s Licence a must; Must be self-driven and of integrity
